•
Lower Rum River Watershed Management Organization
Andover-Anoka-Coon Rapids-Ramsey
2015 First Avenue; Anoka, MN 55303
To:
.From:
Date:
Re:
Lower Rum River Water Management Organization
Barr Engineering Company
August 15, 2006
Permit #2006-20: Amber Ridge: Ramsey
We have received plans and a LRRWMO permit for the Amber Ridge development to be located south of
149 Avenue N.W. and east of St. Francis Boulevard N.W., T.H. 47, in Ramsey. The site is 2.2 acres in
.area and Ssingle-family residential lots are proposed.
The plans show that storm water from the site is to be conveyed to a storm water management basin to be
constructed on the northern end of the site. The basin has been designed to meet the LRRWMO storm
• water management requirements. The 100-year frequency flood elevation of the basin, as calculated by LSJ
Engineering, is 865.4 M.S.L. The lowest floor elevation of a proposed structure, Lot 1, is 867.5 M.S.L.
Erosion control is shown to be installed at the limits of construction.
It is our recommendation that the LRRWMO approve of the permit for this project subject to the following
conditions:
1. All erosion control measures must be installed at the initial stages of construction and be
maintained until all areas altered have been restored.
2. Upon completion of construction and restoration of disturbed areas, the permit applicant is
responsible for the removal of all erosion control measures installed throughout the construction
site.
3. To minimize the potential of material from leaving the site and being tracked onto the roadway, a
rock filter dike being a minimum of two feet in height and having side slopes of 4:1 must be
constructed at the entryway onto the site. The rock filter dike will provide an erosion control
facility and also enable construction traffic to enter the site.
4. Street sweeping must be undertaken and completed on an as needed basis.
• 5. In all cases where the doing by the pennittee of anything authorized by this permit shall involve
the taking, using, or damaging of any property, rights or interests of any other person or persons, or
of any publicly owned lands or improvements or interests, the pennittee before proceeding shall
C:\Documents and Settings\sjankowski\Desktop\LRRWMO\2006 Permit memosUrr0620.doc -41 1 -
