Associate Planner Dalnes stated that the City Engineer has indicated that if this area is needed for <br />Highway #47, that the pond is the best thing to have because the drainage plan is completely <br />reconfigured with a new road. <br />Councilmember Elvig stated that he appreciates that staff took a look at the potential impact of <br />Highway #47 in this plan. <br />Citizen Input <br />There was none. <br />Motion by Councilmember Strommen, seconded by Councilmember Look, to close the public <br />hearing. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Look, Dehen, Elvig, <br />Jeffrey, and Olson. Voting No: None. <br />The public hearing-was closed at 7:30 p.m. <br />Council Business <br />Mayor Gamec called the regular City Council meeting back to order at 7:30 p.m. <br />Motion by Councilmember Elvig, seconded by Councilmember Look, to introduce an ordinance <br />to vacate a portion of the drainage and utility easements on Lot 1, Block 1, the Ponds of Ramsey, <br />contingent upon recording of a new easement. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Look, Dehen, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br />Case #3: Receive Petition Requesting an Environmental Assessment Worksheet <br />Relating to the Diamonds Conditional Use Permit Request; Case of City of <br />Ramsey <br />Associate Planner Dalnes stated that the City had received a petition from area residents asking <br />that an Environmental Assessment Worksheet (EAW) be completed regarding the request by <br />Diamonds Sports Bar. She noted that by State law, the City is the responsible government unit <br />and needs to decide whether an EAW is needed. She stated that this project does not fall under <br />the guidelines for a mandatory EAW. She stated that whatever the City Council decides, it will <br />need to also adopt Findings of Fact to support the decision. She stated that because of the nature <br />of the surrounding area, staff is recommending that the City hire a consultant to make a <br />recommendation to the City on whether an EAW is warranted. She stated that the City has <br />received an estimate for this from Bolten Menk for $1,900. <br />Councilmember Dehen suggested that if the City Council would discuss its feelings .about the <br />Conditional Use Permit (CUP) request for Diamonds Sports Bar, it may alleviate some of the <br />City Council /November 27, 2007 <br />Page 6 of 18 <br />
