would like to see the road extended as it was approved by the Planning Commission back in <br />1989 because he thinks this is a mistake that the City should correct. <br />Councilmember Strommen noted that this land could still be used as hunting land and the City <br />would still need to provide access. <br />Mr. Enstrom showed pictures of some big trees that would need to be taken down if the street <br />goes in. <br />Susan Ryland, 4901 29~' Avenue S, Minneapolis, stated that there was something in the notes <br />about there being .5 to 1 acre of buildable land on the property. She stated that she wanted to be <br />clear that they have done nothing to create that number and have not conducted any studies that <br />would show that to be correct. <br />City Attorney Goodrich asked Ms. Keating and Ms. Ryland if they wanted the City to proceed <br />with providing a cartway access if they didn't know if a building permit would be granted to the <br />prospective buyers. <br />Ms. Ryland stated that they just want access to the property. <br />Councilmember Elvig stated that the City is willing to provide the cartway. He stated that he did <br />not think the City needed to actually build it right now, but to make it clear that the City is <br />willing to do this so the landowners can take that to the prospective buyers. <br />Ms. Keating stated that she was hoping that one of the real estate agents would be present <br />tonight, so she will need to find out what they would like to do. She reiterated that she did not <br />feel the cost should fall entirely on their family because the easement should have already been <br />in place. <br />Mayor Gamec stated that the prospective buyers would have to pick up those costs. <br />City Attorney Goodrich stated that the City will not take any action until it receives a formal <br />petition. <br />4) 2008-2012 Capital Improvement Program <br />Councilmember Jeffrey stated that due to the late hour, he needed to leave the meeting. <br />Mayor Gamec stated that as long as the City Council all understands that the Capital <br />Improvement Program is a road map and not a firm commitment from the City, he feels this item <br />can by placed on the next City Council agenda for discussion. <br />City Administrator Ulrich asked that City Council review the information and contact City staff <br />prior to the December 11, 2007 meeting if they have any questions. <br />City Council Work Session /December 3, 2007 <br />Page 8 of 9 <br />
