Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION#07-12-XXX <br />RESOLUTION AUTHORIZING ENTERING INTO AGREEMENT WITH OPUS <br />21 AND TERMINATE CONTRACT WITH CONNEXUS ENERGY FOR <br />UTILITY BILLING SERVICES <br />WHEREAS, the City of Ramsey currently owns, operates and maintains its own <br />utility systems; and , <br />WHEREAS, the costs in conjunction with providing those utility systems are <br />born by the uses through payment of utility billings; and <br />WHEREAS, the City of Ramsey currently uses the services of Connexus Energy <br />to bill utility services on a quarterly basis; and. <br />WHEREAS, the City of Ramsey has been in a contract relationship with <br />Connexus Energy since 1994, with the renewal date of April 1 of each year; and <br />WHEREAS, the City wanted to look at other viable options for billing services, <br />such as in house and private firms; and <br />WHEREAS, Opus 21 submitted a bid that was not only competitive to Connexus <br />Energy but offered other advantages such as daily cash flow and the possibility to include <br />notices with each utility bill; and <br />WHEREAS, termination of services with Connexus Energy requires a sixty day <br />written notice prior to April 1; and <br />WHEREAS, utility billing services would terminate with Connexus Energy <br />effective March 31, 2008 and begin with OPUS 21 on April 1, 2008. <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the City Administrator is hereby authorized to enter into afive-year billing <br />agreement with OPUS 21 effective April 1, 2008 to perform the utility billing <br />services as outlined in the formal agreement. <br />2) That the City Administrator is hereby authorized to terminate the agreement <br />between the City and Connexus Energy for utility billing services with a written <br />notice to Connexus Energy sixty days prior to the next yearly renewal of April 1, <br />2008. (anytime prior to February 1, 2008). <br />-70- <br />
