CASE <br /> <br />RE('.OMMENDATION FROM ROAD AND BRIDGE COMMITTEE <br />ON iPROPOSED EXTENSION OF I$3RD AVENUE N.W. <br /> By: Steven J. Jankowski, City Engineer <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br />Background: <br /> <br />The C~ty Couv~cfl~ m setting goals for City Staff, has identified the completion of the 153rd Avenue <br />N.W. crosst°~n cbrridor as one in its highest priority classifications. Although this route has <br />been identifieJ~l asia planned collector street as early as 1980 on the City's Thoroughfare Plan, <br />neighborho0~inpilt was solicited through a series of informal meetings held by the Road and <br />Bridge Comnfi'tt~beginning in the fall of 1991. During this process, a total of four such meetings <br />were held on~Se~ember 24, 1991, December 10, 1991, March 24, 1992 and April 28, 1992. <br />Notice of the~e m,eetings were provided from mailing lists which included individual properties <br />bordering str ~ets ~iffected by the alternatives considered and also individuals who expressed an <br />interest in tlieiproj~ct. A project mailing list of approximately 140 individuals ultimately resulted <br />from the process~ i <br /> [ <br />Initial meet[nils r¢~sulted in suggestions on the part of neighbors for different alternatives to be <br />considered f~ th~ proposed alignment. Ultimately, a total of five separate alternatives were <br />suggested. The gihal two meetings did not result in any additional alternatives, but did allow the <br />neighbors to ~e in'formed of the details of each alternative and provided them an opportunity for <br />comment.~ :~ saemary of the alternatives considered and a response to meeting participant <br />comments ar~ enclosed. <br /> <br />Because of{l~e m/tuber of individuals who may be affected by this project, the Road and Bridge <br />Committee,. at its ~pril 28, 1992 meeting, felt that this matter should be considered by the entire <br />Council and ~i f0rinal public hearing should be conducted. It should also be noted that since the <br />planned alto_r~ atii,~ impacts more than one acre of wetland, an environmental assessment worksheet <br />will be reqrai'ied~by the Department of Natural Resources. The Council may wish to have this <br />environment~ impact worksheet prepared prior to the public hearing. <br />RecommendatiOn: <br />The Road ar/~d B!'idge Committee has recommended that a public hearing be held on the five <br />alternative~ ~eveloped as a result of the series of meetings the Committee held on this issue. <br />Further, it isI Sm[f's recommendation that prior to setting the date for this public hearing, an <br />environmental asgessment worksheet be prepared and submitted to the DNR for review. <br />Council A&ion!: <br />Motion to direct [that an environmental assessment worksheet be prepared and submitted to the <br />Department Of N~itural Resources for review. <br /> <br /> and - <br /> <br />Motion to schedule a public hearing at __ <br />Review Checklist: <br />City Engineer <br />CC: 05/1~192 <br /> <br /> ,1992. <br /> <br />Copies also distributed to: <br />City Administrator <br /> <br /> <br />
