2.03.01 iSubd. establishes file i Est.ablishment. 1. Boards and Commissions. The City of Ramsey hereby follbwing Boards and Commissions: Planning Commission Park and Recreation Commission Economic Development Commission Fire Board Horse Care Board Board of Building Appeals Board of Adjustment and Appeals iSubd. 2. Purpose of Boards and Commissions. All Boards and Commissions ~reaied by this section shall be for the purpose of advising the City Council with respect to any ~nu~icipal function or activity or to perform quasi judicial functions as designated herein and/or a~ designated from time to time by City Council Resolution. isu)d. 3. Abolishment. The City Council may by ordinance abolish any created herein. Board or Corn~: iSs~on 2.03.02 [Ap0ointment of Members, Terms of Office and Removal. iSU~,d. 1. Nine Voting Members and Residence Requirement, Each Board or c0m~iss~on will consist of no more than nine voting members in accordance with the City of Ramsay Cl~arter, all of whom shall be residents of the City of Ramsey. Members shall represent a bro~d l'a~nge of interest m functions of the C~ty. ~SU'b~d. 2. Ex-Officio Members. The City Council may appoint, by majority vote,, ~eoa~ncil member(s) or city staff person(s) as ex-officio member(s) of any Board or Commission~p~vi!{ged to speak on any matter without a vote, and the ex-officio member(s) shall provide a iiai~O~n be~t-~veen the Board or Commission and City Council. .;Subd. 3. Appointment and Oath. Members of a Board or Commission shall be appoi~ediby a majority vote of the City Council for staggered two year terms, except that any person ap~oir~d to fill a vacancy occurring prior to the expiration of the term for which a predecessor w~ appointed shall be appointed only for the remainder of such term. Each appointed member shall,ibeftire entering upon the discharge of duties, take an oath agreeing to faithfully discharge the dgfi% of office. ~Sub~l, 4. Serve Without Compensation. All members of a Board or Commission sl~all. Serve without compensation. Board or Commission members may receive a stipend for eXp~nset~ as established by resolution of the City Council. Subd. 5. Unexcused Absences. Any Board or Commission member having three oi more unexcused absences in any given year shall be cause for review of member status on the B~ard br Commission and the City Council, shall make a determination, with Board or Commission7 ~ecohqmendation, as to that members continued service on the Board or Commission. 2.03.03 Orgamzat~on, Meetings, Etc.
