I <br />! <br /> <br />CASE <br /> <br /> DISCUSSION OF ADULT BOOKSTORE STATUS <br /> By: Mike Auspos, Chief of Police <br /> <br />Background: ~ <br /> <br />On April 2, 1992 Dr. William Rodman, Ramsey's Health Authority, effected delivery to Larry <br />Holmberg an~ ~mu~ement Center, Inc. the Final Decision and Order finding the Adult Bookstore <br />to be a hazard~ouslsit¢ under City Code Section 5.15. Per this ordinance the owner, Mr. <br />Holmberg, wlt'~ ordered to take corrective measures to prevent high-risk sexual conduct from <br />taking place Wi{hirl !he Adult Bookstore located at 6710 Highway #10 in Ramsey. The ordinance <br />states that the~o~n¢~/management has thirty (30) days after issuance of such order to comply and if <br />this is not doneethe Health Authority may order the abatement of the hazardous site or may secure <br />a court order f~ th~closure of the premises. In a letter dated April 30, 1992, Mr. Randall Tigue, <br />attorney for A~usement Center, Inc., adwsed Dr. Rodman that in his client's opinion actions had <br />been taken WhDh ~tow cause the business to be in compliance with Dr. Rodman's order (see <br />attached letter), <br /> <br />Findings: <br /> <br />On May 7, 1092 Dy. Rodman and I went to the Adult Bookstore to wew the facility and any <br />alleged chan.g¢.~ tO~ ~he operation and/or structure. The results of that inspection are set out in an <br />attached merh6 ad4ressed to City Attorney Goodrich. Dr. Rodman said he would record his <br />observations ali~o arid forward a copy of them to Mr. Goodrich. <br /> <br />Recommen daitio~s: <br /> <br />My own re¢on~m¢~dations are found in the attached memo to City Attorney Goodrich.
