Charlie Blesener <br />May 1, 1992 <br />Page 2 of 2 <br /> <br />programming in the community when no funding is provided for the balance of the <br />community within which programming occurs. <br /> <br />5) <br /> <br />Because of an equity argument generally relative to corrwnunity education and not recreation <br />progranxning, this City Council is interested in providing parity funding to School District <br />#728 in some form or fashion to operate community education programs. It is likely that <br />we wil! continue to have a desire to do that in any future years for which City of Ramsey <br />proper~.y tax ~iollars are contributed to School District #11. It is unfortunate, however, that <br />cities ct,ntinue to bear a large brunt of the State's budget woes and, prior to cutting areas <br />such as police protection, fire protection, street maintenance and park development, cuts of <br />other programs such as community education run by a different level of government with <br />different funding sources will naturally occur. <br /> <br />Given all of the above, Charlie, Council reviewed your April 16, 1992 letter regarding additional <br />fees for non-participant communities and felt somewhat affronted. We understand the need for <br />resident and non-resident issue identification and resolution. This Council feels that any Ramsey <br />resident within School District #728 is a resident of the school district and therefore should receive <br />equal treatment because of issues mentioned above, specifically the community education levy <br />which comes in part from the City of Ramsey.
