I I I I I I I I I I I I I I I I I Councilmemb~',r introduced the following resolution and moved for its adoption: RESOLUTION #92-05- RESOLUTION~fAUTHORIZING TRANSFER OF LANDFILL TIPPING FEE FUNDS TOITHE CITY'S EQUIPMENT REVOLVING FUND WHERE~S, MS 115A,921 authorizes cities and towns to impose a tipping fee on operators of' fgcilifies for the disposal of mixed municipal solid waste located within the city or town; and WltERE~S, MS 115A.921 further establishes a not to exceed city or town tipping fee dollar amoOn[t pe~- cubic yard of waste, restricts a portion of the fee revenue to be used for expenditures i,for landfill abatement or for purposes of mitigating and compensating for the local risks, costs arid 0iher adverse effects of facilities and authorizes any remaining portion of the tipping feeto be U~ed for any general purpose; and WHEREAS, the Budget Committee reviewed the status of the City's Tipping Fee Fund (Fund #225) '~t the;ir regular meeting of April 28, 1992; and WHErE/ks, the December 31, 1991 Tipping Fee Fund balance of $974,033 represents a restricted fun~ balhnce of $416,144 with the remaining fund balance of $557,899 available for any general purpose; and WH ,F_~REAs, the Budget Commi,nee reconmaends the $557,899 balance available for any general purpO~se be transfered to the City s Equipment Revolving Fund (#820) as of December 31, 1991 to app!y~ to Unfunded equipment replacement cost as of this same date. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAM$~Yi' !ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That ~heFinance Officer is hereby authorized to transfer $557,899 from the Landfill TiPpifig Flee Fund (unrestricted portion) to the City's Equipment Revolving Fund as of Dec~&ber 31, 1991.
