I I I I '1 I I I I I I I I I I I I I I Councilmerab/tr introduced the following resolution and moved for its adoption: RESOLUTION #92-05- RES~LUTIDN1 ESTABLISHING THE CITY OF RAMSEY'S POLICY ON EXPENDITURES OF THE CHARITABLE GAMBLING SPECIAL REVENUE FUND (CIT[Y I~.UND #270) WHEREiAS, at the Budget Committee meeting of April 28, 1992, Staff recommended that, pursuantlt° MS 349.12, Subdivison 11, Subparagraph 7, proceeds realized into the charitable gambling sPec:ia! ~'evenue fund be expensed exclusively for recreation, community and athletic facilities:intended ~}rimarily for persons under age 21, provided that such facilities and activities do not discrimi~nate On the basis of a gender; and WHEREAS, Staff further recommended that charitable gambling revenue not be used for operating equ!prn{nt, supplies, wages or any other non-capital expenditure; and WHE~REAs, the Budget Committee unanimously approved a motion to recommend to City Council idop~tion of this policy. NOW THEREgORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSE, Y,'IANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That !he Ramsey City Council hereby adopts into policy that proceeds realized into the Chari~bl:o; gambling special revenue fund be expensed exclusively for recreation, conlnjunity and athletic facilities intended primarily for persons under age 21, provided that such ~'acil}ties and activities do not discriminate on the basis of a gender and that such revcn~e nlot be used for operating equipment, supplies, wages or any other non-capital exPefiditui'e. The motion fibr the adoption of the foregoing resolution was duly seconded by Councilmember ! and upon vote being taken thereon, the following voted in favor thereof: and the foilo ~Wingvoted against the same: and the following abstained: and the fol!owmg were absent: whereupon sgid*msolution was declared duly passed and adopted by the Ramsey City Council this the 12th day[of May, 1992.
