Case #3 <br /> <br />RI~cEIVE PROPOSAL FOR INSURING EQUITABLE AND <br />~ORDERLY PARK PLANNING AND DEVELOPMENT <br /> By: Ryan Schroeder, City Administrator and <br /> Mark Boos Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />This concept migl~t be best defined as "park districting", dividing the City into districts as delineated by <br />geographical lparr!ers such as streams, major wetlands and thoroughfares or by the distance to access a <br />recreational ~'0s, ource. <br /> <br />The introdueOon of this proposal may be timely in that the Park and Recreation Commission must <br />begin examin~ttio~ of the Five Year Capital Improvements Program (C.I.P.) and formulation of the <br />1993 Parks Ctipital Improvement request. <br /> <br />Benefits inclu~le: <br /> <br />- Simplify and provide parameters and jurisdictions for park planning and timely development. <br /> <br />- Insure!proportionate or equitable expenditures throughout Ramsey. <br /> <br />- Identify reasonable areas to "expect" neighborhood park amenities. <br /> <br />- Identify unique recreational aspects or resources within districts that may mitigate the need for <br /> certaid traditional improvements. <br />Questions or eoneems include: <br /> <br />- What if District A has twice the density of District B, but District B has paid twice the park <br /> dediltation? <br /> <br />- With !egard to natural resources, what value in a neighborhood, for instance, would the <br /> Misai~sippi River have on recreation and open space requirements? How might it be <br /> meam~d? <br /> <br />Do community parks/playfields mitigate the need for expenditures at the neighborhood park <br />level within that district? <br /> <br />What ratio of available dollars should be made available outside of the given district for City <br />wide ~creation facilities (i.e. community parks, trails, etc.)? <br /> <br />To assist with[ the ',park districting concept analysis and examination of the Parks Five Year Plan, Staff <br />will compile2 be fOllowing: <br /> <br /> ~ Assets inventory by district <br /> - Resource assessments <br /> - Demographics of parcels (density and land uses) <br /> - Dollars in park dedication paid and the ratio of those dollars to assets <br /> <br />Enclosed for your review: <br /> <br />a) Proposed park district map <br /> <br />Reviewed By: <br /> <br />Copies also distributed to: <br /> <br />City Administra..tor <br />Parks/Ufilifi~ CoOrdinator <br />Project Manager <br /> <br />CC/P&R: 6/1,1/92 <br /> <br />Finance Officer <br />City Engineer <br /> <br /> <br />
