The site does produce plants and vegetation; however, most of the production is indoors. The code defines paths and parking areas that are gravel and dirt as impervious surfaces. Staff used these guidelines in preparing the revised calculations. The site may be eligible for the ponding credit provided for in the ordinance. The applicant's engineer must submit calculations and the application form for review. Plans were submitted showing building additions with ponding and a storm sewer pipe draining the north side of the site. The building additions were completed in 2006. A revised site plan was submitted in 2006 which showed a pond on the south side of the property. The pond would meet the criteria for providing a stormwater credit to the site. The credit extension was granted to allow time to construct the pond. The credit for ponding would be applied when a completed application was submitted and reviewed. Two construction seasons have passed since the last time this was discussed and the pond has not been constructed. Staff Recommendation: Staffrecommends the appeal be denied and the property be billed at the new rate of $3,447.96/ qtr. The rate can be adjusted based on the credit application.
