<br />The site does produce plants and vegetation; however, most of the production is indoors. The <br />code defines paths and parking areas that are gravel and dirt as impervious surfaces. Staff used <br />these guidelines in preparing the revised calculations. <br /> <br />The site may be eligible for the ponding credit provided for in the ordinance. The applicant's <br />engineer must submit calculations and the application form for review. Plans were submitted showing building <br />additions with ponding and a storm sewer pipe draining the north side of the site. The building <br />additions were completed in 2006. A revised site plan was submitted in 2006 which showed a <br />pond on the south side of the property. The pond would meet the criteria for providing a <br />stormwater credit to the site. The credit extension was granted to allow time to construct the <br />pond. The credit for ponding would be applied when a completed application was submitted and <br />reviewed. Two construction seasons have passed since the last time this was discussed and the <br />pond has not been constructed. <br /> <br />Staff Recommendation: <br /> <br />Staffrecommends the appeal be denied and the property be billed at the new rate of $3,447.96/ <br />qtr.
