<br />CASE# 5 <br /> <br />OVERVIEW OF 2008 STREET MAINTENANCE PROGRAM <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The Street Maintenance Program is an annual program which has been implemented <br />beginning in 1981 to address the preventative maintenance needs of the City's streets. <br />Attached is a table and graph illustrating the scope of the recent years of the program. <br /> <br />The 2008 program consists of projects addressing the maintenance needs on <br />approximately 20 to 25 miles of City streets. The streets proposed for sealcoatingwill be <br />preceded by having cracks wider than one-quarter inch sealed with an elastic sealing <br />material. In addition, the Public Works Department will repair any failed areas prior to <br />the work being performed by the contractor. Streets proposed for overlaying will receive <br />a one and one half inch layer of bituminous wear course. Again, the Public Works <br />department will repair failed areas prior to the overlay. <br /> <br />Sealcoats are anticipated on 4.3 miles which are being sealed for the first time with funds <br />escrowed by the subdivision developer, and 4.3 miles ofMSA streets including all of <br />Variolite Street and segments of Sun wood Drive and Alpine Drive with funds from the <br />MSA maintenance account. Subdivision streets comprising the balance of the sealcoat <br />mileage and are anticipated to be concentrated into two areas, one on the west side and <br />the other near the Rum River. These candidate areas include Greenland Hills & Plat 2, <br />Northfork, Reilley Estates, Rum Acre Estates, Stanhope Terrace, and Whispering Pines <br />Estates & Plat 2, 4 & 5. Overlays are anticipated on 5.1 miles of streets including the <br />following subdivisions; Golden Eagle Estates, Northfork, Old CR 5, Trott Brook Ridge, <br />and Wildwood Acres. <br /> <br />The total budget for the 2008 program is $1,052,875 which will obtain funding from the <br />following sources: <br /> <br />Developer Escrows <br />MSA <br />City <br />Assessments <br />Total Revenue <br /> <br />$ 99,285 <br />$ 176,648 <br />$ 442,857 <br />$ 334,085 <br />$1,052,875 <br /> <br />This year is the first year of a seven year program to phase out the previous policy of <br />assessing property owners 50% of the sealcoating project cost. The 2008 sealcoating <br />project will assess 43% of the total project. This will decrease by 7% per year until the <br />entire assessment on sealcoating will be eliminated in 2014. <br /> <br />Prior to preparing the feasibility study staff proposes several technical modifications <br />changes to the program specifications over past years.
