Sylvia Frolik
Police Chief James Way

Mayor Gamec called the Truth in Taxation hearing to order at 6:02 p.m. He asked if there was
anyone present who would like to make a comment before the official Truth in Taxation
presentation began.

Kurtis Martinson, PSP, LLC, 7533 Sunwood Drive, stated that their business has just received its
first tax statement and he feels that their taxable market value is too high. He stated that he has a
call into the County to discuss this matter, but wanted to keep the City informed also. He stated
that the building still has over 29,000 sq. ft. that is not finished, nor leased. He stated that this
tax rate makes this property unmarketable. He feels this will drive away other people that are
considering coming to the City. He stated that with their taxes at this rate, it is a struggle for
them as developers to compete for tenants. He stated that they have been fortunate enough to
lease 10,000 sq. ft. to the 10th District court, but the State would not sign a net/net/net lease, so
the rent was calculated as a gross rent, however, at that time, they used the NAU taxes as an
example to help them compute the gross lease per sq. ft., which now makes them $92,000 off
their estimates. He will continue to keep the City abreast of his conversations with the County
about this issue.

City Council Truth in Taxation/December 3, 2007
Page 1 of5
