<br />Finance Officer Lund stated that it is not factored in. <br /> <br />Mr. Holasek stated that his understanding is the more TIF the City has, the more the rest of the <br />City is affected in their taxes. He stated that he wants to make the point that TIF taxes are not <br />going towards reducing residents taxes. <br /> <br />Finance Officer Lund stated that the TIF money does save taxpayers money because it goes to <br />build needed infrastructure, such as water towers. <br /> <br />Mr. Holasek handed out a form from the County showing taxes payable that shows that most <br />residents of Ramsey have the tax capacity rate of 39.027%, but there are 17 parcels in the <br />Ramsey Mississippi River Storm Subdivision that have a tax capacity rate of 82.35%. He stated <br />that the City put this tax on the properties back in 2001 for a non-existent storm sewer due to a <br />mistake by the City Engineering department in the drainage plans for the 140 acre parcel of the <br />industrial park north of the trail tracks. He stated that the City's solution to this mistake was to <br />burden the property owners and put 80% ofthe cost ofthose 17 parcels. <br /> <br />Councilmember Dehen asked if Mr. Holasek owned property in the City. <br /> <br />Mr. Holasek stated that the City purchased the property from him in October 2007. <br /> <br />Councilmember Dehen stated that he is not sure what Mr. Holasek's point is because he had the <br />ability at the time to hire legal counsel to challenge the taxes and assessments. He stated that this <br />is a past tense issue and feels like Mr. Holasek is digging up dead bones. <br /> <br />Mr. Holasek stated that he protested this at every stage and asked the City Council if they felt this <br />was a fair way to fix the mistake and if it was morally the right decision to make. <br /> <br />Mayor Gamec stated that this is in the past, the proper hearings were conducted and it is done. <br />He stated that he voted in favor of it. <br /> <br />Mr. Holasek asked who will pay taxes on this property now, since the City owns it. <br /> <br />City Administrator Ulrich stated that the City will be responsible for paying taxes for 2008. <br /> <br />Mayor Gamec stated that he feels Mr. Holasek is getting into an individual debate and suggested <br />that if he has specific questions that he come to City Hall and work with City staff to get his <br />answers. He stated that Mr. Holasek has come before the City Council for the past 5 years and <br />the situation has been explained over and over to him. He stated that everything has been done <br />according to the laws. <br /> <br />Mr. Holasek stated that because this is the Truth in Taxation hearing, he feels he has the right to <br />know where the taxes are coming from. He stated that the City will pay the 2008 taxes, but since <br /> <br />City Council Truth in Taxationillecember 3, 2007 <br />Page 4 of5 <br />
