<br />City Attorney Goodrich stated that he does not think they will charge the City, but noted that this <br />would affect one landowner and there would be a street where there isn't one currently. He <br />stated that the City's obligation would be to take the cartway to the edge of the Keating property <br />and the landowners would need to construct their driveway access from that point. <br /> <br />Councilmember Dehen stated that this could be expensive and asked Ms. Keating if she had <br />checked the costs for the driveway construction. <br /> <br />Linda Keating, 3952 Gains Drive, Minnetrista, MN, stated that she was here with her sister, <br />Susan Ryland, representing their mother, Barb Kangis, their aunt, Audrey Cox, and their uncle, <br />William Bergen who have been the longtime property owners. She stated that the land has <br />always been used for hunting and they had access through surrounding farm roads until the <br />development went it. She stated that she does not feel the cost of providing access should fall <br />completely on them because this should have been provided already. She stated that there are <br />potential buyers for the property even with the access issues. <br /> <br />City Attorney Goodrich stated that the landowners will need to formally petition the City. He <br />stated that another dimension to this is that Mr. Enstrom owns the property to the west and has <br />also indicated some interest in having access to his property, which would then require a full 66 <br />foot street, not a cartway. He stated that how much upland the Keating property has is <br />something that he feels is important to determine. <br /> <br />Ms. Keating stated that her family wants to sell this property and had originally planned to just <br />sell raw land, but the current people interested in it would like to build a home on the property. <br /> <br />City Attorney Goodrich stated that the prospective buyers should contact the City because they <br />may not be able to get a building permit. He stated that there is an option of providing access <br />through Wildwood Acres, but that is a wet area also. He suggested that Mr. Enstrom address the <br />City council. <br /> <br />John Enstrom, 8702 181st Street, stated that he has been working on this issue since 1989. He <br />stated that he does not think the Lower Rum River Water Management Organization will <br />approve of a road through the wetland, as it is currently proposed. He showed pictures of the <br />property and the surrounding land. <br /> <br />Councilmember Elvig stated that perhaps Ms. Keating should work with Mr. Enstrom to come <br />up with another access plan so there does not need to be wetland mitigation. <br /> <br />City Attorney Goodrich stated that another issue is that the parcel just east of the cuI de sac is a <br />dedicated park, so the City cannot use that land for access. <br /> <br />Councilmember Elvig asked Mr. Enstrom's opinion on whether the Keating property is <br />buildable. <br /> <br />Mr. Enstrom stated that he thinks there is only about 100 feet by 150 feet that is buildable land. <br />He stated that he doesn't think that there is enough space for a septic field.
