<br />fJlere are many pros and cons to these proposed changes. The benefits would be: simpler and <br />fiisier to administer sign regulations, fairer distribution of cost among constituents, and fewer <br />regulations on residents and businesses. Currently, the sign ordinance exempts public events and <br />signs erected by non-profits and churches from the fee, which puts the burden of sign permit fees <br />disproportionately on small businesses trying to boost sales. 29 of the 75 temporary sign permits <br />issued this year were exempt from paying a fee. Also, fewer regulations would allow <br />enforcement of signs to be concentrated on violations of signs in the right-of-way. <br /> <br />The potential negative consequences of revising the sign ordinance as outlined above would be: <br />less control over location and duration of signage, especially on Highway 10 and loss of revenue <br />from sign permit fees (equates to $2,500 to $3,000 per year for temporary signage). Under the <br />proposed changes, any business, individual, or group can put up a sign on Highway 10 <br />advertising anything (with permission from property owner, and according to the above <br />regulations). This could have a large negative effect on the aesthetics on the highway. Also, <br />without a permit and associated fee, there will be less of an incentive to obey the six-week per <br />year duration limitation. However, Staff believes this approach gives the most flexibility to <br />residents in displaying garage sale, real estate, and other types of signage. Since the Planning <br />Commission expressly stated that there should be no differentiation between commercial and <br />non-commercial signs (on an interim basis), it is important to treat signs in the business and <br />residential districts the same. <br /> <br />Recommendation: <br /> <br />Staff recommends that the Planning Commission recommend that the City Council introduce <br />Ordinance #08-01-_, relating to amendments to Section 9.12 (signs) of City Code. <br /> <br />Commission Action: <br /> <br />Recommend that the City Council introduce #08-01-_, relating to amendments to Section <br />9.12 (Signs) of the City Code. <br /> <br />Review Checklist: <br />Interim Comm.
