<br />nature of the work and the date on which it was performed and demanding payment of <br />the costs as certified by the Zoning Administrator together with an additional fifty <br />percent (50%) for inspection and incidental costs. <br /> <br />Subd.2. If the amount specified in the notice is not paid within thirty (30) <br />days after mailing of the notice, it shall become a lien against the parcel where the sign <br />was located and shall be certified as an assessment against the property together with ten <br />percent (10%) interest for collection in the same manner as the real estate taxes. <br /> <br />Subd. 3. The owner of the parcel upon which the sign is located shall be <br />presumed to be the owner of all signs thereon unless facts to the contrary are brought to <br />the attention of the Zoning Administrator. <br /> <br />Subd. 4. In case of emergency, the Zoning Administrator or Building <br />Official may cause the immediate removal of a dangerous or defective sign without <br />notice. Signs removed in this manner must present a hazard to the public safety as <br />defmed in the State Building Code. <br /> <br />9.12.23 Appeals. To provide for a reasonable interpretation of the provisions of <br />this Ordinance, a permit applicant who wishes to appeal an interpretation by the Zoning <br />Administrator may file a written appeal with the City Administrator and request a hearing <br />before the City Council. The City Council shall hear the appeal, make findings and take <br />its action. <br /> <br />9.12.24 Variations. Request for variations from the provisions of this Section <br />shall be processed by the applicant applying to the Zoning Administrator for a <br />conditional use permit, which conditional use permit procedure shall be as prescribed in <br />Section 9.03.04 of the City Code. <br /> <br />9.12.25 Conflict. If any portion of this Section is found to be in conflict with any <br />other provision of any zoning, building, fire, safety or health ordinance of the City Code, <br />the provision which establishes the higher standard shall prevail. <br /> <br />9.12.26 Severability. If any subsection, sentence, clause, or phrase of this <br />Section, or its application to any person or circumstance is held invalid by the decision of <br />any court of competent jurisdiction, the remainder of this Section, or the application of <br />the provision to other persons or circumstances is in effect and shall remain in full force <br />and effect. <br /> <br />SECTION 5 <br /> <br />SUMMARY <br /> <br />The following official summary of Ordinance #08-01-_ has been approved by the City <br />Council of the City of Ramsey as clearly informing the public of the intent and effect of <br />the Ordinance. <br /> <br />39 <br />
