<br />CASE #: 3 <br /> <br />FROM: <br /> <br />Community Development Staff <br /> <br />i <br />{ 'V' <br />I, <br />B~ ! <br />City of p <br />RAMSEY <br /> <br />Memo <br /> <br />DATE: <br /> <br />December 28, 2007 <br /> <br />TO: <br /> <br />Ramsey Planning Commission <br /> <br />RE: <br /> <br />Staff Update <br /> <br />Community Development Director Search. The application deadline for the Community Development <br />Director position closed on Friday, December 21. The applications are in the process of being reviewed <br />and scored. It is anticipated that interviews will be scheduled for the latter part of January. <br /> <br />Comprehensive Plan Process. Planning Staff continues to work with Bonestroo to draft Goals and <br />Policies for the Comp Plan Update. Staff plans to distribute a draft, for review and comment, to <br />the Environmental Policy Board, Economic Development Authority, and Park Commission at <br />their regular January meetings. A public meeting will be held on Wednesday, January 16th to <br />give the public a chance to review the document. The City Council and Planning Commission <br />will meet in a joint work session on January 29th to revieW the draft along with all the comments <br />received from the public and Commission members. <br /> <br />City Council Update. The Council met once in December. The following is a brief summary of actions <br />taken on December 11 that may be of interest to the Planning Commission: <br /> <br />Request for Amended Conditional Use Permit - Case of Diamond's. As you may recall, the City has <br />received a citizen's petition requesting that the City complete an Environmental Assessment Worksheet <br />(EA W) related to Diamond's request to hold demolition derby, motocross, rodeos, and other l.l.ses on their <br />property. The City Council received the petition at their November 27th meeting and directed Staff to <br />work with a consultant on whether or not an EA W is needed. On December 11, the City Council received <br />a report from consultants, Bolton and Menk, Inc. indicating that based upon their research, an EA W was <br />not required as it relates to the request from Diamond's. Based on Bolton's report, the Council made a <br />determination that an EA W is not required. However, after much discussion they ultimately denied the <br />request for a conditional use permit for the additional outdoor activities on the property. Their decision <br />was based on the uncertainty of the noise impact in the area and the appropriateness of the use in that <br />location. <br /> <br />Request for Final Plat Approval of Gads Prairie. The City Council took final action to approve the plat <br />and site plan for Gads Prairie. Gads Prairie consists of 7 detached townhome units on the west side of <br />Nowthen Blvd. N.W.,just south of 146th. The approval was contingent upon the Developer constructing <br />an extension of Helium Street north to 146th. The Council made a decision to contribute up to $60,000 <br />towards the acquisition of right-of-way necessary for the extension of Helium Street. <br /> <br />Update on Code Enforcement and Abatement Program. Per the request of the Planning Commission, <br />attached to, this update is the most recent Police Department printout of code enforcement activity. From <br />about August 1 to December 20, 2007, the logged approximately 120 complaints of ordinance violations. <br />Of these, 88 have been resolved, 32 are still pending.
