<br />Councilmember Elvig stated that he is supportive of a feasibility study that would answer the <br />question of what people would like to see their money go toward, for example, a community <br />center or open space. He suggested that perhaps the City could hire another source to do a <br />feasibility study and ask these questions. <br /> <br />Environmental Coordinator Anderson stated that staff submitted two requests to Embrace Open <br />Space, one for a feasibility study and one for a community survey. He stated that staff proposed <br />one resolution that would fulfill both requests, but it may be possible to include only the <br />feasibility study. He stated that the plan was for the Trust for Public Land to do the feasibility <br />work, but he could contact Embrace Open Space and find out if there are other options of <br />completing this work. <br /> <br />Councilmember Elvig asked if they would ask a question about the community center. <br /> <br />Environmental Coordinator Anderson stated that the feasibility study would identify competing <br />priorities. <br /> <br />Councilmember Elvig stated that he feels the feasibility study should move forward and that <br />information should be looked at closely before anything else moves forward. <br /> <br />Environmental Coordinator Anderson stated that there needs to be a resolution approved by the <br />Council to secure any funding. <br /> <br />Councilmember Jeffrey stated that a feasibility study will determine whether a survey should be <br />done or not, so he would support conducting a feasibility study. <br /> <br />Councilmember Look asked what would be included in a feasibility study. <br /> <br />Environmental Coordinator Anderson stated that it would look at the background of the City, <br />voter trends, demographics, income, voter turn outs, taxing options, legal parameters and <br />competing priorities. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to seek necessary <br />funding to move forward on a feasibility study and review that information to decide whether a <br />survey is warranted. <br /> <br />Further Discussion: Councilmember Dehen stated that he feels this needs to be a broad <br />feasibility study so it does not just build a case for open space. Mayor Gamec stated that he <br />thinks that the results should show a clear majority of what people want. Mayor Gamec stated <br />that if only 20% of the people voted and stated that they wanted something specific, to him, that <br />is not a majority. <br /> <br />Motion failed.
