<br />Councilmember Dehen asked how the towers could be kept to 65 feet in Bloomington but still <br />provide good coverage. <br /> <br />Mr. Edwards stated that they have more towers and noted that they always work within <br />ordinances in individual communities. He stated that Bloomington has pockets of commercial <br />areas and church bell towers where they can utilize more towers without issue. He stated that he <br />did not think multiple lower towers would work at this site because of the height of the landfill. <br /> <br />Councilmember Elvig stated that he would love to see a clock tower at the RTC and noted that <br />he has heard a church is interested in locating in the area also. <br /> <br />Mayor Gamec stated that he feels this discussion is about a moratorium and not the application. <br /> <br />Councilmember Strommen stated that she feels it is a discussion about the application because <br />alternate ideas are being considered. <br /> <br />Mr. Edwards stated that T-Mobile has been working with the City for about a year now and <br />would like this to move forward. <br /> <br />Councilmember Dehen asked if Mr. Edwards was willing to give the City more time to consider <br />ordinance changes. He stated that he would like to consider lower heights for the towers and <br />wants to take the time to make a good overall policy for the City. <br /> <br />Mr. Edwards reiterated that a lower height will not work at Alpine Park because ofthe landfill. <br /> <br />Councilmember Jeffrey asked what legal ramifications there may be if the City declines this <br />application if it meets our current ordinance standards. <br /> <br />City Attorney Goodrich stated that T-Mobile could bring a suit against the City. He stated that <br />the current ordinance states tower heights should not exceed 120 feet in residential areas and 165 <br />in commercial areas. <br /> <br />Associate Planner DaInes noted that Alpine Park is zoned public/quasi-public, which has no <br />specific height requirements, but the ordinance states that this reverts back to commercial. <br /> <br />Councilmember Jeffrey stated that he feels it would be considered residential because it is <br />surrounded on 3 sides by residential. <br /> <br />Councilmember Strommen stated that she feels this raises yet another issue as to why this whole <br />ordinance needs to be reviewed. She stated that our ordinance states that cell towers need to be <br />placed in parks, yet this is zoned as public/quasi-public land and the height standards are for <br />residential and commercial zoning. She stated that she does not want to lose the opportunity to <br />discuss a moratorium. <br /> <br />City Attorney Goodrich stated that the Council can direct staff to develop a moratorium, but it <br />cannot be part of this case.
