<br />Consent # L'i <br /> <br />CONSIDER INTRODUCTION OF AN ORDINANCE TO AMEND CITY CODE <br />SECTION 2.02 ECONOMIC DEVELOPMENT AUTHORITY <br />By: Jo Thieling, City Clerk <br /> <br />Background: <br /> <br />Chapter 2 of the Ramsey City Code is titled Council, Boards and Commissions. Section 2.02 of <br />the Code refers to the Economic Development Authority (EDA). Section 2.02.01 titled <br />"Establishment" currently states that the City of Ramsey establishes the EDA and it shall be <br />governed by a board of commissioners consisting of the seven members of the City Council, and <br />the terms of each commissioner of the EDA shall coincide with that commissioner's term of <br />office l:!-S a member of the City Council. In November 1998, City Council Resolution #98-11- <br />280 was adopted enabling the creation of an Economic Development Authority pursuant to State <br />Statute. The State statute provides that the EDA shall consist of a governing body of seven <br />commissioners. Two of the. commissioners shall be members of the City Council.. All <br />commissioners shall be appointed by the Mayor with the approval of the City council. Those <br />initially appointed shall be appointed for terms of two, three, four, five, and six years <br />respectively. Thereafter, all commissioners shall be appointed for six-year terms. A vacancy is <br />created in the membership of the commission when a City Councilmember of the Authority ends <br />Council membership. <br /> <br />It appears the language from the resolution adopted in 1998 was never incorporated into the City <br />Code language, however, it is that resolution language that the City has abided by with regard to <br />the establishment of its EDA and of course it was adopted subsequent to the City Code EDA <br />language. Staff is in the. process of reviewing the City Code for recodification and would like to <br />get the current Resolution #98-11-280 language included into the City Code. With this <br />amendment to the City Code, nothing changes with the way the EDA is established per the 1998 <br />Resolution and State Statute. The amendment would simply update the Code to reflect the <br />current City process and practice. <br /> <br />Attachments: <br /> <br />Resolution #98-11-280 <br />Proposed Ordinance amending Section 2.02 of City Code <br /> <br />Funding: <br /> <br />There is no funding required for this request. <br /> <br />Recommendation. <br /> <br />Staff is recommending that Council introduce an ordinance amending City Code Section 2.02 <br />Economic Development Authority which would remove the language referring to the City <br /> <br />-169- <br />
