<br />CASE # <br /> <br />b <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A <br />TELECOMMUNICATIONS TOWER IN ALPINE PARK: CASE OF T-MOBILE USA <br />By: Breanne Daines, Associate Planner <br /> <br />Background: <br /> <br />On April 4th, 2007 T-Mobile submitted a request to construct a telecommunications tower on the <br />Alpine Park property located at 6600 Alpine Drive NW. T-Mobile has been working with the <br />Planning Commission, City Council, and City staff to determine the most appropriate location <br />for the tower within Alpine Park. T-Mobile has a gap in coverage in the neighborhood northwest <br />of the park, and has identified the park property as a location that will fill the gap. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site plans, revised <br />c) Pictures of the Alpine park location <br />d) Restrictive covenant amendments <br />e) Park and Recreation Commission minutes, May 10, 2007 <br />f) Planning Commission minutes, June 7, 2007 <br />g) City Council minutes, September 25,2007 <br />h) City Council worksession minutes, October 30, 3007 <br />i) Letters from residents (3) <br />j) Proposed findings of fact <br />k) Proposed conditional use permit <br />1) Lease agreement, draft <br /> <br />Notification: <br /> <br />In accordance with City Code, property owners within 350 feet were notified of the public <br />hearing conducted at the Planning Commission on June 7, 2007 and September 25, 2007. <br /> <br />Observations: <br /> <br />T-Mobile has submitted a request to lease a 60 foot by 40 foot piece of property in Alpine Park <br />and construct a telecommunications tower and turnaround area within this property. Also, the <br />applicant is requesting a twelve foot access easement between the middle two baseball outfields. <br />The tower location is proposed to be in the far south-central portion of the park, approximately <br />50 feet from the southern property line. Telecommunications towers are permitted with a <br />conditional use permit within residential parks greater than 10 acres in size (Alpine Park is 58 <br />acres) and with the recommendation of the Parks and Recreation Commission. <br /> <br />City Code requires co-location of telecommunication antennas, unless the City Council finds that <br />the equipment cannot be accommodated on an existing tower within a one mile search radius. <br />The only tower within one mile of Alpine Park is the City Water Tower located at 7000 Sunwood <br />Drive. The applicant has stated that due to the landfill mound, the tower will not provide <br /> <br />-241- <br />
