During the examination of the title for Alpine Park, it was discovered that
the property was donated to the City of Ramsey by Waste Management in May of 1996. As part of that
donation, Waste Management placed several restrictive covenants on the. property, including the
following:

Regardless of the provision of the City of Ramsey Zoning Code, as
from time to time amended, Lot 1 and 2 of the Property shall not be
used for any purpose other than park or open space.

Over the past several months, I, on behalf ofT-Mobile, have been working with Jon Kellas,
Director of Operations for Waste Management to amend the restrictive covenants. I have
attached the proposed amended dec1artion.

If the proposed site is approved by the City of Ramsey City Council, T-Mobile requests that
Mayor Thomas C. Gamec sign the iittached Amended Delectation of Restrictive Convents and
allow T -Mobile to move forward with installing a facility at Alpine Park.

Should you have any additional questions or if I can be of any assistance, please do not hesitate to
contact me. Thank you for your consideration.

Sincerely,

Stephen Edwards
Site Acquisition Specialist
T -Mobile USA.
612-702-5065

-252-
