S <br /> <br />C( {2 51o~ <br /> <br />Case #3: <br /> <br />Public Hearing Request fora Conditional Use Permit for a <br />Telecommunications Tower in Alpine Park; Case of T -Mobile USA <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 8: 13 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 8: 13 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Trudgeon stated that the City has been working with T- <br />Mobile to construct a tower in the City. He stated that they have looked at existing towers in the <br />area and these do not meet their coverage requirements. He stated that the only site left which <br />would meet zoning requirements in the area was in Alpine Park and would need to be located on <br />the north side because of the landfill. He showed a map of the cell tower overlay district and <br />noted that a tower needs greater than 10 acres. He stated that the use would require a <br />Conditional Use Permit because there is no industrial land available that meets the needs for a <br />cell tower. He showed the proposed location on the Southwest corner of the property. He noted <br />that the tower will be a black monopole design within a 40 x 40 compound area that will be <br />surrounded by an 8- foot tall fence. He stated that staff has asked for some additional <br />landscaping around the fence to soften the look. He stated that the tower will be 165 feet high, <br />which is the maximum amount allowed. He stated that City Code also requires that there be co- ' <br />locaters on the tower, so there will be three additional spots available for other service providers. <br />He noted that the map included in the packet on page 210 was the previous version and he <br />presented the updated map. He stated that there is a proposed path of class 5 material that will be <br />used to service the tower now, but noted that the plan is to later pave this path and create a <br />parking lot and driveway that can be used by park goers. He stated that the location of the tower <br />takes advantage of future park improvements, and yet keeps it out of the way. <br /> <br />Public Works Director Olson stated that there is no funding source for the park improvements, so <br />the location of the tower capitalizes on some improvements, which will help write down the cost <br />of some future improvements. He stated that he feels the location in Alpine Park makes a lot of <br />sense. <br /> <br />Mayor 0amec confirmed that the tower is the type that will collapse on itself and not tip over if <br />it is ever damaged. <br /> <br />Citizen Input <br /> <br />Roger Hermanson, 15115 Garnet Street NW, stated that he had also sent a letter outlining his <br />feelings about the placement of this tower. He stated that he had contacted the Anoka Utilities <br />and spoke with Dan Voss, because there is a high voltage power line that he believes is less than <br />80 feet from the tower. He stated that Mr. Voss has said that they would like to have the tower <br /> <br />-263:- <br />
