Councilmember moved for the adoption of the following findings of fact: RESOLUTION #08-01-_ A RESOLUTION ADOPTING FINDINGS OF FACT # REQUEST FOR A CONDITIONAL USE PERMIT TELECOMMUNICATIONS TOWER IN ALPINE PARK. RELATING TO A FOR A 165-FOOT WHEREAS, T-Mobile USA, hereinafter referred to as "Applicant", has properly applied for a Conditional Use Permit to construct and operate a monopole telecommunications tower ("Tower") on the property located in Alpine Park at 6600 Alpine Drive, or legally described as: . .......... . ~()tJ, Block 1, Alpine Park (ij:xA~TJ)~SCRJI>tIONfQ.:.BE.AP:PEptjpQ'N A.rI>RQY~l:- ) (the "Subject Property"). NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to Section 9.03.05 of the Ramsey City Code on June 7,2007 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. 2. That the Parks Commission heard the request for a tower on the Subject Property on May 10,2007, and recommended that the City Council approve the request, while respecting plans for park improvements. 3. That the Subject Property is occupied by a park use, and is zoned Public-Quasi Public. 4. That the property to the north, east and west are zoned R-1 Residential and the property to the 'south is zoned public-quasi public. 5. That telecommunications towers are permitted as a conditional use on the Subject Property, subject to certain conditions. 6. That the Applicant is requesting that the City lease a 60 foot by 40 foot portion of land on the south-central portion of the Subject Property (Site) to facilitate the construction and operation of a telecommunications tower, and is also requesting a 20 foot access and utility easement from the parking lot to the site. 7. That City Code requires a monopole design unless the City Council determines that an alternative design is prefelTed in cases where structural or design considerations, neighborhood compatibility, locational availability, or the number of potential co- locations warrants this consideration. 8. That the Applicant is proposing to construct a 165-foot self-supporting monopole communications tower. -275"'"
