<br />CHAPTER 13 <br />POLICE DEPARTMENT <br /> <br />Section 13.1 Department Created. The existing police department for the city shall forthwith <br />be established as permanent and shall consist of a chief of police, and such other officers and <br />members as may be provided for by the council. <br /> <br />Section 13.2 Appointments. The chief of police shall be appointed by the council. All other <br />appointments to or promotions within the department shall be made as provided by law. <br /> <br />Section 13.3 Rank. The chief of police shall be the head of the depatiment and have <br />supervision over all officers and members thereof. <br /> <br />Section 13.4 Duties of Chief. The chief of police shall keep such records and make such <br />reports concerning the activities of his/her department as may be required by statute or by the <br />city council. The chief shall be responsible for the performance by the police department of its <br />functions, and all persons who are members of the police department shall serve subject to the <br />orders of the chief of police. <br /> <br />Section 13.5 Duties. It shall be the duty of the officers of the police department to see to the <br />enforcement of all of the ordinances of the city and all statutes applicable therein, and to preserve <br />order and prevent infractions of the law and arrest violators thereof. <br /> <br />Section 13.6 Conduct of Members. It shall be the duty of every member and officer of the <br />police department to conduct himself or herself in a proper and law abiding manner at all times. <br />Each member and officer of the department shall obey the orders and directions of his/her <br />supenor. <br /> <br />Section 13.7 Rules and Regulations. The chief of the police department may make or <br />prescribe such mles and regulations as he/she shall deem advisable, such mles, when approved <br />by the council, shall be binding on such officers and members. Such mles and regulations may <br />cover, besides the conduct of the officers and members, uniforms and equipment to be worn or <br />carried, hours of service, vacation, and all other similar matters necessary or desirable for the <br />efficiency of the department. <br /> <br />Section 13.8 Equal Opportunity. In making appointments to the police department, no <br />person shall be deprived of an opportunity to serve on the police department because of race, <br />religion, skin color, national origin or sex. No arbitrary mles on height, weight, or achievement <br />of strength unrelated to job needs shall be imposed. No handicapped person shall be denied, <br />merely by viliue of being handicapped, appointment to a position on the police department <br />which the handicapped person is competent to fill. <br /> <br />- Section OR Chap.ted added by l <br /> <br />.l!-"-, <br /> <br />19 1- effective December 13, 1988 <br /> <br />26 <br />
