Case # 2

SUNFISH COMMONS MEDIAN IMPACT

By: Sean M. Sullivan, Economic Development Coordinator

Background:

The City Council approved the median design for the Sunfish Lake Boulevard improvements.
The construction of this project is scheduled to commence in August of 2008. This project will
include the. construction of a median between the railroad tracks and Highway 10 to address
safety concerns. The impacts of the installation of the median are unknown at this time but
trying to mitigate potential shortcomings would be a proactive approach to support existing
business. Direction from the City Council included conducting a traffic count study to analyze
the impact of the median installation. The study will commence between now and March, will
monitor peak times of the day, and will consist of two consecutive weekdays. A study will be
done after the median has been installed.

Observations:

The impacts of the installation of the median at Bunker Lake Boulevard and Hwy 47 have been
significant. The main anchor for that commercial comer (Snyder Drug) has left the comer and
the other businesses are complaining of diminishing business. The installation of the median
definitely changed traffic patterns but there are ways to help make the change run smoother.
Issues such as timing the lights, identifying safe V-turn possibilities and signage updates could
help the transition for that commercial node. The City of Ramsey is potentially looking at a
similar situation pertaining to businesses located long Sunfish Lake Boulevard, particularly
Sunfish Commons. Discussion pertaining to the potential impact to the businesses and possible
mitigation is something within the EDA's scope. The EDA's role includes balancing the City's
and Businesses best interests.

Funding Source: EDA Levy / City General Fund

Staff Recommendation:

Based on Discussion

EDA Action:

Based on Discussion.

EDA: 1.10.08

8
