Strategies . Secure a Ramsey stop on the Northstar Commuter Rail line . Identify opportunities to increase the tree canopy surrounding Highway 10 and other major roadways . Encourage a farmer's market in Town Center and neighborhood-level supermarkets beyond Town Center . Locate schools, daycare facilities and outdoor recreational facilities further than 500 meters from Highway 10. . Increase access to public open space, parks and trails through pedestrian improvements and additional open space . Use land and zoning tools, such as location of housing, parks and trails, and appropriate densities, to implement health related policies LAND USE Goals . Balance the needs and rights of existing and future residents with the needs and rights of those who wish to develop* . Plan for a variety of housing densities and types in Ramsey* . Provide fair, consistent and reliable land use regulations* . Plan new growth to make the most efficient use of existing infrastructure* . Promote walkability in both new and existing developments* . Preserve the vision of a dense, mixed use, transit-oriented Ramsey Town Center* . Provide retail/commercial services to satisfy basic needs of Ramsey residents* . Ensure a diversity of well-paying jobs for the residents of Ramsey . Protect Ramsey's rural character while providing opportunities for urban growth . Encourage careful planning of new developments for protection of natural resources, good urban design, improving trail connections and relationships with surrounding development* Policies . Concentrate the highest density residential development in or near Town Center and at other key locations as shown on future land use map* . Develop ordinances that provide opportunities for more equality in development rights (?) . Develop dense, mixed-use environments in areas served by sewer and water . Encourage contiguous urban development, rather than leap-frog development, according to a staging plan . Encourage residential and commercial development in the Town Center before other parts of the City . Consider requiring sidewalks or trails on both sides of new publiC streets* . Locate other neighborhood commercial nodes with basic services available close to existing and future residential neighborhood concentrations* Strategies . Develop a meaningful density transition ordinance that incorporates lot size, transitioning, screening, space, berms, landscaping, or buffers*
