She stated that she, personally, does not <br />feel the allegations are true, but feels the City needs to have open and honest discussions and <br />there needs to be a clear chain of command and communication. <br /> <br />Mayor Gamec stated that this is why he feels this company name should be brought out so the <br />City can discuss the situation with them. He stated that there is an incredible rumor mill at work <br />and this way the City can clear things up. He stated that the City wants to retain the businesses <br />the City has and suggested that the City Administrator could work with this business to find <br />another location. <br /> <br />Councilmember Look stated that he feels those comments by Mayor Gamec are interesting <br />because he feels that staff did not do this. He stated that he is withholding the business name <br />because he was asked to, for their protection. <br /> <br />Councilmember Strommen stated that if there is something broken in the process, the City <br />Council needs to have a conversation about it and it was not fair to spring this at a meeting when <br />nobody could respond. She stated that if staff is not following the City Council's direction, then <br />City Administrator Ulrich needs to deal with it. <br /> <br />Councilmember Look stated that he specifically asked at the meeting if there had been any other <br />inquiries about the property and Economic Development Coordinator Sullivan dodged the <br />question. <br /> <br />Economic Development Coordinator Sullivan stated that the way the question was brought up <br />was difficult for him to answer at the time, but he can answer tonight. He stated that Ace Solid <br />Waste made a written offer to the City at the end of 2005 for this property. He stated that the <br />EDA reviewed this and determined that this was a company willing to pay above market value <br />and wouldn't build on the property for a few years. He stated that the recommendation that came <br />out of the meeting with the EDA was to sell the property to Ace Solid Waste for $275,000 once <br />the clean up of the property was completed. He stated that he took that as marching orders to get <br />the deal completed with Ace Solid Waste, so if somebody talked to him and asked about the <br />property, he did tell people that the property was spoken for. <br /> <br />Councilmember Look asked if Economic Development Coordinator Sullivan took his direction <br />from the City Councilor from the EDA. <br /> <br />Economic Development Coordinator Sullivan stated that he takes direction from both bodies <br />because there are two Councilmembers that sit on the EDA. <br /> <br />Councilmember Look stated that he sees that as a problem because two Councilmembers are not <br />a majority. He stated that he sees a problem with committees going forward and rubber <br />stamping decisions before the City Council has seen them. <br /> <br />Economic Development Coordinator Sullivan stated that he feels it is important to note that the <br />EDA meetings are open to the public and clarify that he did not make this decision on his own, <br />but was acting on behalf of the EDA and the direction he had received from them. <br /> <br />City Council Work Session I December 11, 2007 <br />Page 6 of8 <br />
