Option D

Meter replacement program in house
. Replace 250 meters a year to a fixed network system. Cost $68,000
Plus one time cost for data collector units. Cost $97,000.00

Option E

Total meter replacement to radio system with contractors
Est. Cost $1,350,000 (replace existing)

Option F

Total meter replacement to fixed network system with contractors
Est. cost $1,441,000 (replace existing)

Funding:

The meter replacement program would be funded through the water utility fund. At this
time there is a positive capital balance in the Water Utility Fund. A portion of the
balance could be used to finance this project.' All of the numbers presented in this case
are close estimates, but will require additional refinement before a program is established.

Staff Recommendation:

Staff is recommending Option C. The radio read technology has additional features not
available with the current system and offers labor savings in reading the meters. Security
of the water system is important and the radio technology has the capability to detect
leaks, backflows or tampering with the meter. The City currently is a small water utility
with a small number of meters. Converting existing accounts now while requiring
builders to install new radio read meters will update the system faster and save the City
money.

Committee Action:
Motion to recommend to City Council that the water utility replace 250 water meters a
year beginning in 2008 to E-coder,radio read meters at a cost of $68,000. and a additional
one time cost of $1 0,850.00 for software, handheld reader and training.

Reviewed by:
Director of Public W orks/Principal City Engineer
Director of Finance
Civil Engineer II

PW: 01/15/08

9
