<br />t' <br /> <br />Member Sibilski reported that she senses that everybody would be in favor since it would <br />go to the citizens for a vote. <br /> <br />Chairperson McDilda advised that the Council and City boards can't endorse or support <br />this politically, but they can provide inputto facilitate a referendum. <br /> <br />Board Member Max concurred that politically, it is the safe thing to do for the <br />environment, but leave it to the citizens to vote. <br /> <br />Board Member Sibilski stated that he also spoke with Councilmember Strommen about a <br />citizen survey to get a threshold of what amount of dollars residents would be willing to <br />pay extra in taxes for this measure. That would be a separate item to put the language <br />together and generate a campaign. <br /> <br />Environmental Coordinator Anderson acknowledged that Coun~ilmember Strommen <br />mentioned that she had spoken with Interim City Administrator Heidi Nelson to get the <br />open space referendum on a work session in August. She will communicate that date to <br />Board Member Sibilski. <br /> <br />Chairperson McDilda stated there has to be a start somewhere. He stated that the School <br />District is having significant financial issues. They may be asking the citizens for a <br />referendum. <br /> <br />Board Member Sibilski stated that the open space referendum will be out a year or more. <br />The State Legislature may have their open space legislation for 2008. <br /> <br />Chairperson McDilda stated it would be nice to get direction from Council to move <br />forward on this. <br /> <br />Board Member Sibilski stated it would be good for EPB members to show up for that <br />work session. <br /> <br />Environmental Coordinator Anderson concurred, and advised that the entire EPB should <br />attend the work session. He stated that the EPB cannot be the promoter of this initiative. <br />This Board would only have a role on the front ,end of the concept of the open space <br />referendum. They could not do any of the campaigning.
