She advised if Council wants to <br />keep the Kennel License requirement in place staff suggests tightening up the ordinance. <br /> <br />Councilmember Dehen asked how the number of dogs on a property is enforced. <br /> <br />Associate Planner DaInes replied through the Administrative Kennel License. <br /> <br />Discussion ensued regarding determining the number of dogs on a property in instances when <br />someone may be dog sitting. <br /> <br />City Administrator Ulrich noted the definition of dog owner states any person keeping or <br />harboring a dog for five consecutive days shall, for the purposes of this Section, be deemed an <br />owner. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to introduce an <br />ordinance to amend Chapter Five, as discussed. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look, and <br />Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />Case #7: <br /> <br />Introduce Ordinance Amendments to Amend Section 9.12 (Signs) of the City <br />Code; Case of City of Ramsey <br /> <br />Associate Planner Dalnes stated this proposed ordinance amendment stems back to a legal <br />seminar staff attended regarding sign regulations. It became evident that the City's ordinance <br />was in violation of the First Amendment because it regulates signs based on content. At a recent <br />worksession, Council directed staff to revise the Sign Ordinance to eliminate content-based <br />regulation and examine regulations for electronic signs, which is new technology that City Code <br />does not address. She stated staff is prepared to bring forward changes to the temporary sign <br />regulations at this time. Staff will move forward with examining the electronic sign regulations <br />and permanent sign standards at a later date. Ms. DaInes reviewed the proposed ordinance <br />amendments to amend Section 9.12 (Signs) of the City Code. <br /> <br />Councilmember Jeffrey left the meeting at 8:45 p.m. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to introduce an <br />ordinance relating to amendments to Section 9.12 (Signs) of the City Code, based on the findings <br />of fact. <br /> <br />Further discussion: Councilmember Elvig commented that the Sign Ordinance has been very <br />challenging. The proposed amendment looks very thorough and he is comfortable with what staff <br />has come up with. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Dehen, and <br />Look. Voting No: None.
