<br />Mr. Beach, applicant, stated he believes they can manage within three years to come up with <br />another plan, whether that is having some office staff work off-site and making the in-house staff <br />much smaller, or removing it all and leasing space if they can afford that. He stated he does not <br />see a problem with having it figured out in three years. <br /> <br />Councilmember Look asked if there have been any complaints by the neighborhood. <br /> <br />Mr. Beach stated there was one complaint, which caused the whole situation. The complaint was <br />based on someone parking in the road. Since then they have instructed everyone to park in the <br />driveway. There are 3 additional parking spots on top of the regular parking, so technically they <br />could fit 10 cars in the driveway. On average there are 3 cars there; his and the two girls that are <br />in the office. <br /> <br />Mayor Gamec requested clarification that the parking is during permitted hours during the day. <br /> <br />Mr. Beach replied yes, between 8:30 and 5:00. <br /> <br />Councilmember Dehen stated he would like a policy to support businesses. His guess is that the <br />3-acre requirement is because the denser the housing is the less suitable the business is in <br />residential areas. He stated he would like to discuss that more. The concern he always has with <br />businesses operating in residential areas is the fact that these particular areas are a kind of <br />sanctity where you go to relax and live, and you expect your property values to go up. The <br />concern is if it is unchecked with businesses operating in residential areas it can lead to <br />problems. He commented he is not sure of the rationale for a 3-year permit instead of a 2 or 1 <br />year permit, but these things need to be checked on to make sure they are functioning without <br />complaints. This gentleman's business does not appear to be a problem, but others can cause <br />trouble. <br /> <br />Councilmember Elvig stated the Planning Commission has made a solid recommendation and he <br />believes the 3 year permit is fairly reasonable. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt Resolution #08- <br />01-024 adopting Findings of Fact #0820 relating to Michael Beach's request for an Interim Use <br />Permit. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look, and <br />Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />City Attorney Goodrich clarified the above motion will adopt findings of fact in the affirmative. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to approve an Interim <br />Use Permit based on the Findings of Fact #0820 and adopt Resolution #08-01-025 declaring <br />terms of same. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look, and <br />Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />City Council!
