CASE # <br />CONSIDER APPROVAL OF ENVIRONMENTAL. POLICY BOARD WORK PLAN <br />By: Chris Anderson, Environmental Coordinator <br />Background: <br />The Environmental Policy Board is responsible for developing an annual work plan that is subject to <br />the approval of City Council. At their January meeting, the Board finalized its work plan and <br />directed Staff to forward it to Council for consideration and approval. <br />The following items are enclosed for your review: <br />a) Environmental Policy Board's Proposed 2008 Work Plan <br />b) Resolution to approve work plan <br />Observations: <br />Staff thought it may be helpful to review the obj ective and scope of the Environmental Policy Board, <br />as outlined in Chapter 2 of City Code. The primary objective of the Environmental Policy Board <br />(EPB) is to review, consider,- initiate and recommend to the City Council such policies, plans or <br />projects which will enhance and preserve the natural environment of the City. Furthermore, the <br />Board's scope shall include, but not necessarily be limited to, matters of the preservation of the <br />community forest, water quality, wetland preservation, ground water .protection, ecological <br />preservation, control of soil erosion and air, noise and light pollution. <br />As Council may have noticed, the work plan does include researching and advising Council on a <br />possible open space referendum. It should be noted that the EPB formulated its work plan at its <br />regular meeting on January 7, a day before the last Council meeting that included the lengthy <br />discussion of a resolution to accept grant monies to conduct at least some of this research. <br />Funding: <br />The Board does not have an operating budget; however, other than Staff time, no additional funding <br />is necessary. <br />Recommendation: <br />After Council has the opportunity to review the proposed work plan and make any pertinent <br />additions, deletions, and/or revisions, Staff and the EPB recommend that Council adopt a resolution <br />approving the Board's 2008 Work Plan. <br />Council Action: <br />Motion by Councilmember and seconded by Councilmember <br />adopt resolution # 08-01--.approving the Environmental Policy Board's 2008 Work Plan. <br />to <br />-129- <br />
