Also, staff time to enforce the permit requirement would be <br />eliminated: <br />Enforcement: The current. ordinance. relies on permits- to serve as the primary function for <br />compliance with City Code. Oftentimes, violators are not in violation of the sign ordinance <br />except that they haven't received a permit, requiring staff to follow up with them, usually <br />without success. The proposed- ordinance would eliminate the need for a permit, thus requiring <br />an alternative method of enforcement, particularly the duration limitation.. In order to address <br />this, staff will rely primarily on complaint-based enforcement, but also. conduct aonce-monthly <br />sign inventory by a drive-by on major roads. If a sign is witnessed more than three months. in a <br />row, a letter will be sent allowing 5 days for removal, and if still in violation, an administrative <br />ticket will be issued: Also, the ability to extend their duration will be revoked for the next year. <br />While it is not. a perfect method of enforcement, it allows flexibility to property owners to erect <br />signage without obtaining a permit and paying a fee and maintains the complaint-based <br />enforcement policy. <br />Funding Source: <br />This is aCity-initiated code amendment, and staff time is used to process this request: <br />Staff Recommendation: <br />The above changes are the only revisions proposed. at this time.
