Oftentimes, violators are not in violation of the sign ordinance except that they haven't received a permit, requiring staff to follow up with them, usually without success. The proposed- ordinance would eliminate the need for a permit, thus requiring an alternative method of enforcement, particularly the duration limitation.. In order to address this, staff will rely primarily on complaint-based enforcement, but also. conduct aonce-monthly sign inventory by a drive-by on major roads. If a sign is witnessed more than three months. in a row, a letter will be sent allowing 5 days for removal, and if still in violation, an administrative ticket will be issued: Also, the ability to extend their duration will be revoked for the next year. While it is not. a perfect method of enforcement, it allows flexibility to property owners to erect signage without obtaining a permit and paying a fee and maintains the complaint-based enforcement policy.
