The Commission received: numerous comments at .the public hearing, both pro and con, <br />regarding the concept of regulating by numbers rather than operability. The Commissioners felt <br />that the numbers proposed were too restrictive, especially. on the larger, rural type lots. <br />Following the public hearing, the Commission directed City Staff to consider another method of <br />regulating outdoor storage and parking: rather than limit by numbers, put limits. on the amount <br />ofoff-street parking surface that can be applied to parcels, based on parcel size. <br />On December 6, 2007, City Staff reported. back to the Planning Commission regarding some <br />ideas for regulating .outdoor storage and parking by limiting the amount of prepared parking <br />surfaces on a parcel. In the opinion of the Commission, this method was also flawed and <br />difficult to enforce. A .second alternative presented by staff was to use a simplified number <br />system based on a aggregate total that doesn't try to categorize by motorized, non-motorized, <br />recreational, etc. A copy of the analysis presented to the Planning. Commission in December is <br />also enclosed for your information. Some. discussion ensued regarding the fact thaf the <br />abatement program appears to be having some success as far as regulating and enforcing the <br />current ordinance that is based on vehicle operability. <br />Funding: <br />At this point, there is no additional funding required for Staff's research and reports. <br />Recomnnendation: <br />The Planning Commission recommends that City Council monitor the effectiveness. of the newly <br />implemented abatement program and not amend the City Code to regulate outdoor storage of <br />vehicles and equipment by numbers.. <br />Council Action: <br />Motion by Councilmember and seconded by Councilmember to introduce the <br />proposed ordinance to amend Section 9.11.08 (Off-Street Parking) to establish limits on the <br />number of vehicles and equipment stored outside on a residential property. <br />-or- <br />Action will be based on Council dis sion. <br />Review Checklist: Copies. to: <br />City Administrator City Attorney <br />Interim Asst.
