Parking Regulations <br />Background: <br />CZt 0 ` <br />y f <br />R.A-MSEY <br />In July this year, City Council directed Staff to draft an ordinance amendment that would establish limits on the <br />number of vehicles and equipment parked and stored outside on residential parcels. At the August Planning <br />Commission meeting, Staff presented the proposed ordinance amendment, which included -the following <br />limitation: <br />• 1 licensed vehicle per licensed driver in household <br />• 2 additional licensed vehicles per household <br />• 2 major pieces of appropriately licensed recreational equipment (i.e. boat, RV, camper etc) <br />• 1 licensed collector or classic vehicle <br />The Planning Commission, after reviewing the proposed amendment, directed Staff to consider alternative <br />means for regulating off-street parking including the possibility of regulating the amount of prepared surface <br />allowed for parking vehicles/equipment based on the size of the lot. <br />Staff has formulated two ordinance options. for consideration. A public hearing regarding the ordinance <br />revisions is proposed for January. <br />1) Regulations based on a maximum amount of allowable prepared surface (or) <br />2) Regulations based on a total number of vehicles/equipment. <br />Option 1: Proposed Maximum. Parking Surface Sizes (exclusive of driveway) <br />Lot Size Option lA: 1% of Lot Option 1B: 2% of Lot <br />10,800 ft 108 ft 216 i <br />1 acre 435.6 ft 871.2 <br /> 2178 <br />2.5 acre 1089 ft <br /> 4356 <br />5 acre 2178 ft <br />Points to Consider <br />• Maximum surface based on lot size <br />• Applicable to all types of vehicles rather than categories by type <br />• ALL vehicles would need to be parked on prepared surface, not grass <br />• Lot owners would still be limited from having excessive number of vehicles, limited by the amount of <br />parking surface available <br />• Amount of paved surface on lot <br />• Difficult to manage and administer <br />• Requires access to property to measure prepared surface <br />• Vehicles would remain in view, parked outside <br />Compliance in winter limited because installation of paved surface in winter months not possible <br />-216- <br />
