Planning Commission. Topic Report: Off Street. Parking Regulations Background: CZt 0 ` y f R.A-MSEY In July this year, City Council directed Staff to draft an ordinance amendment that would establish limits on the number of vehicles and equipment parked and stored outside on residential parcels. At the August Planning Commission meeting, Staff presented the proposed ordinance amendment, which included -the following limitation: • 1 licensed vehicle per licensed driver in household • 2 additional licensed vehicles per household • 2 major pieces of appropriately licensed recreational equipment (i.e. boat, RV, camper etc) • 1 licensed collector or classic vehicle The Planning Commission, after reviewing the proposed amendment, directed Staff to consider alternative means for regulating off-street parking including the possibility of regulating the amount of prepared surface allowed for parking vehicles/equipment based on the size of the lot. Staff has formulated two ordinance options. for consideration. A public hearing regarding the ordinance revisions is proposed for January. 1) Regulations based on a maximum amount of allowable prepared surface (or) 2) Regulations based on a total number of vehicles/equipment. Option 1: Proposed Maximum. Parking Surface Sizes (exclusive of driveway) Lot Size Option lA: 1% of Lot Option 1B: 2% of Lot 10,800 ft 108 ft 216 i 1 acre 435.6 ft 871.2 2178 2.5 acre 1089 ft 4356 5 acre 2178 ft Points to Consider • Maximum surface based on lot size • Applicable to all types of vehicles rather than categories by type • ALL vehicles would need to be parked on prepared surface, not grass • Lot owners would still be limited from having excessive number of vehicles, limited by the amount of parking surface available • Amount of paved surface on lot • Difficult to manage and administer • Requires access to property to measure prepared surface • Vehicles would remain in view, parked outside Compliance in winter limited because installation of paved surface in winter months not possible -216-
