CASE # <br />APPROVE RESTROOM FACILITY FOR EMERALD POND PARK <br />By: Mark Riverblood, Parks Supervisor <br />Background: <br />As part of the 2007 Parks Capital Improvement Program, a new restroom facility was <br />.shown for Emerald Pond Parka The intention was to improve the aesthetics and function <br />for park patrons over the rented plastic `biffys'. Because this park has sewer and water <br />available, the new facility would save $84 in monthly service and rental costs - in <br />.addition to providing improved service like hot water for users. <br />The specifications and cost inquires for- the concrete structure went into the Fall of 2007 <br />late enough that the expenditure is shown as a 2008 project. If Council approves the <br />facility, it should be ready for use at about the. time road restrictions are removed in the <br />Spring of this year. <br />Observations: <br />The project was initially estimated at up to $76,000 (2007). Upon investigation, staff is <br />pleased to report that Oldcastle Precast of Ramsey is able to manufacture the structure to <br />our desired specifications -and is the low bidder. They have also committed to a `mock- <br />up' exterior wall section to be available at the Council meeting, to ensure staff and <br />Council is comfortable with the appearance of the product. The following is the major <br />project elements and investment necessary to bring the building on line for Spring of <br />2008: <br />o Weathered wood precast concrete restroom <br />with hot water, fixtures and automatic night <br />lock-out (by Oldcastle of Ramsey) $28,246 <br />o Concrete slab (by North Country <br />Concrete of Ramsey) $1,340 <br />o .Electrical components and labor <br />(S&S Electric of Ramsey) $1,570 <br />o Sewer and water hookup and materials <br />(City forces) $525 <br />o Parking lot and curb repair materials <br />(City forces with contract curb repair) $3,319 <br />Total all expenses $35,000 <br />-235- <br />
