Jodi Ruehle from The Tinklenberg Group stated that they are proposing two things, to find
support for the station through media and local officials and to also create interest in the Town
Center. She stated that part of the process will be amending the funding grant through the
NCDA and FTA to include the City. She stated that the City has already met its fair share of
dollars for some infrastructure items. She stated that The Tinklenberg Group would update the
ridership numbers, provide cost estimates for a pedestrian walkway to the parking ramp and the
cost for schedule adjustments. She stated that they put in the 4 to 5 month time frame because
there is a major effort needed right away. She stated that she feels the City will know in a short
amount oftime whether the City's request will be accepted so the City can get the ball rolling.

Mayor Gamec stated that he does not think there will be a problem getting a vote to approve this
because he thinks there is support for it. He stated that because of its location, he does not think
the Anoka station will be utilized by Ramsey residents.

City Administrator Ulrich stated that this item is on the regular agenda later tonight and stated
that because of time constraints, he suggests that further discussion happen at the regular
meeting.

MAYOR, COUNCIL AND STAFF INPUT

Councilmember Strommen stated that she feels the Council should have a discussion about
agenda plans. She stated that it seems to be a bad habit lately that the Council is not getting
through its scheduled agenda. She stated that she is unsure if this is because of overaggressive
scheduling or that the Council is not being efficient with its time. She stated that she feels this is
disrespectful to people that come to the meetings expecting the Council to discuss a certain item.
She suggested that this be discussed at the upcoming strategic planning retreat.

ADJOURNMENT

The Work Session of the City Council was adjourned at 6:56 p.m.

Respectfully submitted,

IUrL' b. k' 0

Kurt Ulrich
City Administrator

Drafted by Kayla Rokosz
TimeSaver Off Site Secretarial, Inc.

City Council Work Session / January 8, 2008
Page 3 of3
