Case #2:

Review/Comment Model Charter Document

Commissioner Deemer commented that the model charter document is a good guide to read if we
are looking for language, but he feels we have a pretty good Charter on the whole. He did not
think it would be a good idea to start over with the City's Charter.

Chair LaMere recollected that Commissioner Bertzyk had inquired about guidelines for
appointments with regard to Council vacancies. She referred to 2.04 of Anoka's Charter.

Chair LaMere asked if there is or should be a section in our Charter that talks about authority in
an emergency situation.

Attorney Goodrich responded yes, Chapter 3. It talks about the ability to hold an emergency
meeting. In that instance, you do not have to abide by the 24-hour posting notice.

Chair LaMere stated she was concerned and wanted to make sure the Charter does not restrict
emergency authority.

Case #3:

Accept Resignation of Lauri Ebel

Motion by Commissioner Deemer and seconded by Commissioner Simenson to accept, with
regret, the resignation of Lauri Ebel from the Charter Commission.

Motion carried - all present voted in favor.

It was suggested that the Council be informed there are vacancies on the Charter Commission in
case they want to make any recommendations.

Staff will wait a short time to hear if Council has any recommendations, and then will send the
recommendations and the current applications to the Chief Judge for appointment.

COMMISSION INPUT:

1) Set Charter Agenda and Schedule Date(s) for next Meeting(s)

Consensus of the Commission was to schedule the next Charter Commission meeting for 6:30
p.m., Thursday, January 17,2008, in the Alexander Ramsey Room.

ADJOURNMENT

The discussion ofthe Charter Commission adjourned at 7:30 p.m.

Charter CommissionlNovember 15, 2007
Page 5 of6
