Exhibit 1

Environmental Policy Board 2008 Work Plan

The primary objective of the Environmental Policy Board is to review, consider, initiate
and recommend to the City Council such policies, plans or projects which will enhance
and preserve the natural environment of the City. The Board's scope shall include, but
not necessarily be limited to, matters of the preservation of the community forest, water
quality, wetland preservation, ground water protection, control of soil erosion and air,
noise and light pollution.

The Environmental Policy Board hopes to broaden its focus to include developing
programs that support policies the City has enacted. In 2008, this would include:
. Work with Staff to research and advise Council on appropriate action regarding
an open space referendum.
Identify possible grant opportunities and other funding sources to initiate
and/or facilitate environmental initiatives.
Research the potential and/or feasibility of a greenway banking system.
. Work with City Staff and Council to address protection and connection of
greenway spaces as outlined in the 2007-08 5-year Goals and Strategic Focus
Areas.
. Encourage citizen awareness and education on environmental stewardship
through such channels as the Environmental Expo, an environmental speaker
series, and the MN Master Naturalist program.
. Address other environmental issues, such as managing the organic waste stream
and/or water supply options, as identified and assigned by City Council.
