<br />Exhibit 2 <br /> <br />Councilmember Dehen stated his understanding of the open space referendum process at <br />the last City Council meeting was that it would be discussed at the Council's visioning <br />session as to whether or not they would be pursuing that as a Council. It is surprising to <br />him based on Mayor Gamec' s and his comments that this is included on the work plan. <br />He does not know that it is appropriate to be approving a work plan that has ties to an <br />open space referendum. He pointed out that Councilmember Strommen abstained from <br />commenting on the open space referendum at the previous City Council meeting. He <br />stated if there is an approval of an agenda for the EPB that includes the open space <br />referendum he is a little uncomfortable having that approved by t . Council. <br /> <br /> <br />Councilmember Strommen requested clarification regar . <br />concern. <br /> <br />Councilmember Dehen asked if Councilmember <br />that the EPB would use with the open space ref! <br /> <br />with the entity <br /> <br />Councilmember Dehen st <br />advocated to the City <br />City. <br /> <br />space referendum should be <br />dum can be independent of the <br /> <br />robl with the EPB work plan. The Planning Commission makes recommendations <br />all the time, and the, ty Council does not always agree. It is a recommending body. He <br />does not see this policy to be in conflict with the Council's authorities or abilities. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to adopt <br />resolution #08-01-_ approving the Environmental Policy Board's 2008 Work Plan. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, and <br />Jeffrey. Voting No: Councilmembers Dehen and Look.
