Compost could be required to be blended into the <br />topsoil either in bulk when the topsoil is stripped for grading or disked in when spreading <br />the salvaged topsoil. Staff has estimated that such could add $400 to $800 to the cost of a <br />standard city sized lot. <br />Recommendation: <br />Staff is recommending that City Code be amended to require six (6) inches of topsoil <br />having a minimum organic content of 10% in landscaped areas of all new developments. <br />Staff further recommends that the code encourage the incorporation of organic matter <br />into the soil by providing an option to allow top soils with substandard organic content to <br />be allowed providing compost is incorporated into the final soil. <br />Action: <br />Motion to recommend to City Council that staff be directed to prepare an ordinance <br />modifying City code to require six (6) inches of topsoil having a minimum organic <br />content of. 10% in landscaped areas of all new developments including a clause that <br />allows substandard organic content to be allowed providing compost is incorporated into <br />the final soil. <br />Reviewed By: <br />Director of Public Works/Principal City Engineer <br />Environmental Coordinator <br />PW: 01/15/08 <br />—188— <br />
