Board Member Bentz asked what the reason was behind a requirement to pull a permit. <br />• Environmental Coordinator Anderson stated it would be a way to build awareness that <br />there is a requirement for rain sensors. <br />Board Member Sibilski stated it would provide an opportunity for the City to check and <br />verify that there is a rain sensor before they turn the sprinkler system on. <br />Board Member Max stated that people running off of a well don't see water bilis to <br />recognize the impact. <br />Mr. Bruce Bacon asked whether, a six (6) . inch requirement of topsoil for new <br />construction was for grading. requirements.' He questioned whether an individual building <br />a house would beheld to this. <br />Chairperson McDilda asked if this was a requirement for the buffer ordinance. <br />Environmental Coordinator Anderson responded that it is not a requirement of the buffer <br />ordinance. <br />Mr. Bruce Bacon asked if there was an .opening for recycling initiatives with this kind of <br />interest. He asked what the tonnage of yard waste is that gets picked up in the City. <br />• Board Member Olds asked where the organic waste goes. <br />Mr. Bruce Bacon wondered if there might be advantage for everybody in the City. He <br />stated that six (6) inches is a considerable amount at 40% organic matter. He asked if the <br />City should care about the origin of the topsoil. He stated somebody could dig out a <br />swamp somewhere to provide the black dirt. <br />Environmental Coordinator Anderson asked Mr. Bacon if he had a suggestion for a <br />realistic organic matter compound. <br />Mr. Bruce Bacon stated that he did not have the answer, but it was worth reviewing <br />before specifying 40%. To him, that seemed incredibly rich. <br />Board Member Olds commented on the origin of the soil, that black dirt could potentially <br />be river bottom. <br />Chairperson McDilda suggested that review of the criteria is not a bad idea. <br />Mr. Bruce.
