Mr. Demers explained that the options allow for additional parkland.
Mr. Demers explained that the Single Point presentation is at Sunfish, which would help avoid
removing the homes, which are shown. He explained it would be a newer style of interchange,
which would improve the elevation of the frontage roads. He explained that additional bridge
deck would be needed to achieve this because of the elevation.
Councilmember Jeffrey asked for clarification.
Mr. Demers explained that the angle would be more abrupt than the typical 90 percent leading to
additional cost.
Mr. Demers explained the Offset Single Point option would allow for three bridges and the space
between ramps would be reduced. He explained the average would be a different grading at
Sunfish. He explained that this could be repeated at Ramsey Boulevard.
Councilmember Dehen asked how the grading will work.
Mr. Demers stated that it has not all been worked out at this point.
Councilmember Dehen asked if this should be decided now before the community and
homeowners are informed. He suggested that this will help determine which areas are impacted.
Mayor Gamec explained that the process is tied to funding and needs to be handled in this
manner.
Councilmember Dehen explained that the areas impacted are in his ward. He anticipated that he
will receive a lot of phone calls for a project that has not been decided on. He asked for
clarification on which owners will be impacted.
Mr. Demers explained that the plan is to meet with business owners to discuss the plan. He
explained that the information was to be presented to Council first before that step was taken.
Mayor Gamec explained that all three plans should be presented so there is a choice. He
explained if only one plan is shown, people will create alternative ideas.
Councilmember Dehen asked that all the communities who will be potentially impacted have
information given to them up front in the process.
Mayor Gamec explained that there was a meeting regarding the area along the river where
people were informed.
Councilmember Jeffrey stated that there are often questions from callers who want to know who
makes the decision on these types of projects. He requested this information be made known
along with the decision process.
City Council Work Session / January 29, 2008
Page 3 of 17
