Councilmember Jeffrey stated that the environmental study is only good for about three years so <br />it may not be sufficient for both projects. <br />Mr. Frick explained that it is for a limited time. <br />Mayor Gamec asked when the study will be completed. <br />Mr. Demers stated that the Environmental Assessment portion of the plan will be completed by <br />the end of this calendar year with results coming back early in 2009. <br />Ms. Frick stated that if different funding is used there is a different process. She explained that <br />the environmental impact of all five alternatives is not laid out, but will be applied when a <br />preferred alternative is identified. She explained that then it would be presented at a public <br />information meeting and hearing for review. <br />Mr. Demers stated that a map drawing will be on the City website about a week before the <br />meeting. <br />Mayor Gamec stated that for the mobile home park a past issue was that there was not enough <br />notification. He asked that individual homeowners be notified and not just the owner of the <br />mobile home park. <br />Ms. Frick suggested notification by Youth First. <br />Councilmember Olson asked what language will be used on the notification. <br />Ms. Frick stated that one side would be in Spanish, the other English. <br />Mr. Demers stated that an interpreter would be with when they talk to the homeowners. <br />Anoka County Engineer Fischer asked that the City provide direction about who the decision <br />makers are in the process. He commented that after the open house a clear alternative will be <br />decided which would look at the lowest cost and least amount of impact. He explained they will <br />look at traffic patterns and access. <br />2) TH10 / 169 Corridor Coalition <br />Mayor Gamec explained that about five years ago cities like Anoka, Coon Rapids, and Ramsey <br />began working together with the North Metro Mayors Association. He explained that eventually <br />North Metro Mayors had too many projects and they decided to break down into a separate <br />group and hire The Tinklenberg Group to head up the Highway 10 Coalition. He explained that <br />they have used them for three years. He explained that it has been helpful in coordinating many <br />of the cities together and much has been accomplished. <br />City Council Work Session / January 29, 2008 <br />Page 6 of 17 <br />
