<br />City of Ramsey <br />MASTER HOUSING PLAN <br /> <br />-----------------------.------------------------------------------------------------------ <br /> <br />HOUSING GOAL #3: <br /> <br />Maintain and improve the housing stock to preserve the character and quality of existing <br />neighborhoods. <br /> <br />SUPPORTIVE FINDING: <br /> <br />The housing in some areas of Ramsey is aging. Similarly to Housing Goal #2, there are some <br />homes and neighborhoods that will need rehabilitation in coming years. Also, in 2007 the City <br />established an Abatement process that provides an additional tool for the City to use in addressing <br />code violations and problem properties. <br /> <br />IMPLEMENTATIONS STRATEGIES: <br />1. Encourage the development of homeowner's associations or common interest <br />communities for areas of older multifamily housing and new subdivisions of smaller lot <br />neighborhoods. <br />2. Develop and maintain a close relationship with existing homeowner's associations. <br />a. Tactic: Increase communication by meeting annually with homeowner's <br />associations and maintaining an updated mailing list. <br />3. Investigate the creation of a homeowner rehabilitation program, and increase <br />marketing efforts for existing county and state home renovation programs. <br />4. Enhance code enforcement efforts. <br />a. Tactic: Review and update Ramsey's Housing Maintenance Code. <br />b. Tactic: Consider neighborhood sweeps that includes a proactive code enforcement <br />and education effort on housing maintenance. <br />c. Tactic: Link code enforcement orders with home improvement funding. <br />d. Tactic: Consider code violation disclosure and/or required improvement prior to sale <br />of existing homes particularly those homes that are going into foreclosure through a <br />point of sale or truth in housing program. <br />e. Tactic: Increase education efforts surrounding code enforcement requirements and <br />expectations. <br />5. Educate Ramsey residents about the importance and value of maintaining their homes. <br />6. Partner with Anoka County to ensure that foreclosed homes that are vacant are <br />maintained and secure. <br />7. Ensure that new housing developments provide appropriate density transition with <br />existing established neighborhoods. <br />8. Update and enhance design standards for new developments and encourage housing <br />construction that incorporates quality and diverse architecture. <br />9. Continue to administer the rental licensing program <br />a. Tactic: Improve the licensing and inspection process, and update City Code as <br />needed. <br />b.
