Voting No: None.

BRA BUSINESS

Case 1)

Contract Amendment - Master Housing Plan

Executive Director Frolik stated that in July of 2007, the HRA hired Cathy Capone Bennett of
Bennett Community Consulting to develop a Master Housing Plan for the City. The contract
amount approved was for $4,200 and so far the City has paid $4,125, however, Ms. Capone
Bennett has estimated that there is additional work needed to complete a final Master Housing
Plan. She stated that Ms. Capone Bennett has attended the comprehensive plan/OST meetings,
which were not part of the original plan, which is where the cost difference stems from. She
stated that staff is recommending a budget amendment with Bennett Community Consulting in
the amount of$1,500.

Commissioner Dehen stated that the amendment to the contract does not bother him, but asked if
staff anticipated anything over and above this amount.

Ms. Capone Bennett stated that if the City Council would like to see significant changes in the
draft Master Housing Plan, additional time would be needed.

Motion by Commissioner Strommen, seconded by Commissioner Gamec, to approve a contract
amendment with Bennett Community Consulting in the amount of $1,500 to be derived from the
2007 HRA budget.

Motion carrIed. She stated that she updated the demographic
information and took the goals stated by the City Council and condensed them down to four
specific goals and implementation strategies. She stated that the Master Housing Plan also
includes the HRA project map, which identifies some project areas that the City may want to
focus on in the future. She stated that staff is looking for a sense of priorities for the potential
project areas.

Associate Planner Geisler distributed the list of potential project areas and asked the City
Council to mark what they felt was the priority level for each one and turn them in tonight so
staff can compile their responses.

Commissioner Elvig asked if the Master Housing Plan was a 3 to 5 year plan.

Housing and Redevelopment Authority / November 27, 2007
Page 2 of 4

2
