CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey .Charter Commission conducted a regular meeting on Thursday, August 27, 1992 at <br />the Ramse)/Muriicipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members P~esent: <br /> <br />Chairperson Bemard Steffen <br />Commissioner Dennis Donovan <br />Commissioner John Goode <br />Commissioner Judy Marn (arrived approximately 8:15 p.m.) <br />Commissioner Jay Swokowski <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Attomey William Goodrich <br /> <br />Members A~bsent: <br /> <br />Commissioner Barbara Graen <br />Commissioner Rodney Nelson <br />Commissioner Richard Netzloff <br />Commissioner Fred Stretar <br /> <br />CALL TO ORDER <br /> <br />Chairperson Steffen called the meeting to order at 8:00 p.m. <br /> <br />CITIZEN ~ INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus Was to approve the agenda as presented. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Review Draft of Public Improvement Procedures <br /> <br />City Attor~oy Goodrich disseminated a new draft of the public improvements and special <br />assessmentg chapter. Such draft is included as Exhibit "A". <br /> <br />The Charter Commission proceeded to review and discuss this draft. The Commission <br />recommended the following amendments to Mr. Goodrich's draft: Section 8.04.02. Petition <br />against the Local Improvement - towards the bottom of that section it reads "... as the location of <br />the improvement at least equal to the percent of owners ..... "The Commission requested it read <br />"... as the lOcati~n of the improvement greater than the percent of owners .... "Section 8.04.03 <br />Counter Petition,in Favor of the Improvement - towards the bottom of that section it also reads at <br />least equal to, and the Commission requested it be amended to read greater than. Section 8.04.04 <br />Petition Ag~instCouncil Initiated Improvement - amend it to read "signed by greater than fifty <br />percent of the owners.
